People on the Move – The Lutheran Village at MILLER’S GRANT Hosts Groundbreaking Ceremony
The Lutheran Village at MILLER’S GRANT, a planned not-for-profit continuing care retirement community in Ellicott City, celebrated its groundbreaking at the site of the proposed senior living community at 9531 Frederick Road in Ellicott City on July 10, 2014.
During the ceremony, several state and Howard County officials and church leaders joined Carroll Lutheran Village and The Lutheran Village at MILLER’S GRANT staff and residents to affirm and bless the new development. Speakers included Courtney Watson, vice chair of Howard County Council District 1; Martha Roach, chief of continuing care for the Maryland Department of Aging; Reverend Gigie Sijera-Grant, interim senior pastor of the First Evangelical Lutheran Church; Linda Chinnia, assistant to the Bishop of the Delaware-Maryland Synod; David Bollinger, chairman of the Board of Directors for Carroll Lutheran Village; Reverend Kevin Clementson, Dean of the Westminster Conference of the Delaware-Maryland Synod; Paul Miller, chairman of the Board of Directors for The Lutheran Village at MILLER’S GRANT; and Mrs. Norma Walgrove, future resident of The Lutheran Village at MILLER’S GRANT.
“We are excited to achieve this milestone and bring this community one step closer to reality,” said President and Chief Executive Officer of Carroll Lutheran Village, Geary Milliken, who served as the keynote speaker. “MILLER’S GRANT will provide an exceptional lifestyle for its residents while providing jobs, volunteer opportunities and educational opportunities for the surrounding community.”
Construction is expected to begin in August after site preparation is complete, and is anticipated to take 18-24 months. Howard County companies Harkins Builders and Williamsburg Homes have been selected to build the 36 homes, 205 apartments, and state-of-the-art healthcare center with 20 assisted living suites and 12 skilled nursing beds. Currently, just under 80 percent of the homes and apartments are reserved.
As a continuing care retirement community, The Lutheran Village at MILLER’S GRANT will offer adults 60 years old or better three levels of residential accommodations and care ranging from independent living to skilled nursing. Apartments and homes are offered in a variety of floor plans tastefully designed to meet the needs of aging adults. The campus will include a luxurious resident community center; easy and walkable access to community amenities and common areas; on-site social, recreational and educational programming; exquisite dining; and FLOURISH, a MILLER’S GRANT trademarked health and wellness program.

When complete, The Lutheran Village at MILLER’S GRANT, a faith-based, not-for-profit continuing care retirement community sponsored by Carroll Lutheran Village, will be located on 50 acres off Frederick Road situated next to the Charles E. Miller Library in Ellicott City, Md. The Lutheran Village at MILLER’S GRANT is a proposed continuing care retirement community subject to approval by the Maryland Department of Aging and participates with Howard County in the Moderate Income Housing Unit Program.
